Thanks. I mostly used the Pen Tool and work on the various colored zones. For this type of techniques I usually start out with the bigger areas (bottom layers) and build up other layers on top as the shapes get smaller and the colors get brighter. For the eyes I used various Radial Gradients and worked with some transparency as well. If you look at my Keanu Reeves portrait, you probably see what I am talking about. It's the exact same technique, but with fewer details (colored zones).
