With limiting the shading to the face and body keeping strong, bold colours and shapes, you get a really nice graphic effect. This is emphasised by the thick outline too. The skill really comes in when doing the detail in the eyes and the hair. If this same level of detail was applied in the rest or the drawing, it would detract from what you really want people to focus on 		Application
